special permission to modify keyboards

I would like to know if it is permissible for me to organize a project whereby
special semi-permanent labels are placed on the keys of selected computers to
indicate the DVORAK key layout.  This would be done in the electronic classroom
and/or on selected Athena machines in an experimental basis.  Feedback would be
solicited from users regarding the success of the project.  I suspect this sort
of thing could be done through SIPB because I am a prospective member there.  
(The QWERTY layout is shown in small text on these labels.)

The Hooleon Corporation sells kits to relabel keys at the cost of ~$25 per
keyboard.  Is there a less expensive way to do this?

Now, above and beyond getting permission, can Information Systems provide
funding for the keyboard labeling aspect of this project?  Can you identify
other possible sources of funding?
