[V] Bias hung

a user left v-mail stating someone sent an 11meg job to
bias and now the queue is hung.  I've look'ed into and
a small job was a beginning of queue, did seem to be hung.
I log'd in and flush'd/down'd queue, sent a job but sat 
there.  I have redowned unitll one of us can get over there.
