I don't know what version of ping he's using, bit icmp type 3 stands for
destination unreachable.
% ping hesitation

36 bytes from 18.72.0.1: icmp type=3 (Dest Unreachable) code=1
looking at the noc broken list, 18.139.0.1 (du-gw) is down which will
cause that network to be unreachable.
