stage8 /etc/path_to_inst missing or corrupted, won't boot

I was trying to debug the problem which causes suns to wedge when I try
to log in.  I wedged stage8.  I typed Stop-A, got on "ok" prompt, and
typed "boot."  It did not boot.  Instead, it said:

WARNING: Cannot open '/etc/path_to_inst'
Enter name of device instance number file [/dev/null]:

Typing return at this point won't do any good, of course.  It simply
prints the message:

	re-trying host configuration...

over and and over and over.  If you type CTRL-C at this point, you can
single user mode, but I wasn't able to fix it by doing that because
nothing useful is on the root partition.  Even cat, mv, ln, and cp are
on another partition, one which I can't mount because vfstab doesn't
exist.  I can't even echo lines into vfstab to try to create it, because
it seems to be read only.  Total lose.

And I thought the DECstations were bad because things su and chpt were remote.
This takes the cake.
