el Palacio Bol=C3=ADvar de la Ciudad de Panam=C3=A1. La firma de este inst=
rumento es un paso importante para consolidar los esfuerzos intergubernamen=
tales del CATHALAC en los tr=C3=B3picos h=C3=BAmedos de Am=C3=A9rica Latina=
y el Caribe y tambi=C3=A9n resalta el liderazgo de Panam=C3=A1 en materia =
de gesti=C3=B3n integrada de los recursos h=C3=ADdricos en el hemisferio=E2=

t country agreement. The instrument was duly signed by His Excellency Rober=
to C. Henr=C3=ADquez, Minister of Foreign Affairs of the Republic of Panama=
and CATHALAC=E2=80=99s Director General, in the presence of Francisco =C3=
=81lvarez De Soto, Vice Minister of Foreign Affairs, at the Bol=C3=ADvar Pa=
lace in Panama City. =E2=80=9CThe signing of this instrument is an importan=
t step towards cementing CATHALAC=E2=80=99s intergovernmental endeavors acr=
oss the humid tropics of Latin America and the Caribbean as well as highlig=
hting Panama=E2=80=99s leadership in integrated water resources management =
