Hi David,
To the best of my knowledge, yes it was. Also looking around the
outside front of the building, you can see the opening where the sidewalk meets
the brick front. It is wide open in places. I believe this situation also
existed last time, and I believe the area was filled..... We may have 2 issues
regarding this water problem. One stated above, the other where the actual
water table is coming up through the cement..

Lou, when we had bad flooding in E40-008 once before, wasn't the
source of water a leak around the sprinkler-water inlet pipe?
I thought the water had come through the wall there (on the Amherst
Street side), across the hall, under the drywall, and into the machine
room near the power distribution unit.
