I'm not sure I agree - the place to report CPT bugs or questions is
bug-cpt. It may take quite some time to get some response from
bug-cpt so it isn't a good place to report operational problems. If
the "9600 dialup line" wasn't working it should probably be referred
someplace that will take immediate corrective action - in the case of
CPT's that's probably the network group... and e'mail isn't the best
way to get them. The reality of the situation is that bug-dialup IS
read by more network people than bug-cpt.
In this case there is a problem with the CPT's but I don't think it is
critical and the network group should be aware of it.
