W20-575-101 (AB93206H2N) unable to boot

A user had been working on W20-575-101, then came into the SIPB office
with the following report:
He noticed that the mouse had stopped working, so he unplugged the
mouse cable, and replugged it (!), but things only got worse. I
advised him to not play with the cables, checked out the workstation,
and found that it wouldn't even boot.
It passes the startup test, but prints an underscore after a few of
the test stages (which I thought indicated failure, but I don't
remember). Those three were 4_ 3_ and 2_. I didn't want to do any
operations-ish testing, since it's been so long... After the startup
tests, the monitor displayed:
83 BOOT SYS
-DKA300
_85 RESTART SYS
then cleared, then displayed the same 3 lines over and over again,
rapidly.
