artemis service call for drive 2 and 3

DEC, by running diags, couldn't find anything wrong with drive 2
or drive 3.
They formatted drive 3, and swapped the sdi cable for drive 1 and 2. This
means that if the cable is bad then the ecc errors will now be reported
on drive 1.
A couple of other things:

we should also add another ro site for x11r4.
artemis is the time master for the subnet, timedc is currently timing
out. I'll give it a couple of minutes and then restart timed.
