The /etc/group file was corrupt.  The RS/6k doesn't normally use
/etc/group.local (although when the workstation reactivates, it will
copy /etc/group.local to /etc/group if it exists).  The only
difference I saw in the formats between navigator's /etc/group file
and atc's was a * in the second field instead of a !.

inetd wasn't running either.

I ftped brahma's (another rs6k) group file to atc, and started inetd.
It seemed better (I was able to login, finger @atc, and such), but it
was still doing some funky things (hanging indefinitely on xsetroot,
and refusing to even let root kill the process with -9).

After a reboot it seems alright, but who knows...

I think it wouldn't hurt if hotline still took a look at it.
