I really don't think this has anything to do with the afs migration.
I use a vs3100 and homedir, as well as many others, have been under afs
for a long time and we've never seem this problem before.
It could be related to 7.4, it could be related to system pack
delivery via afs, it could be related to the user [incorrectly]
privatizing their workstation.
Prior to us getting involved I'd like to know more info. For example,
which hosts have had this problem. When you get in via telnet which
processes are running? At what point upon logging in is the message
"system not properly initialized" displayed? Etc...
