I thought of another possible way to think of the cluster/level info.
Again, this is not a precise definition, but rather another perspective,
that might be easier to work from:
Thinking about a person/position that you are trying to assign a cluster
to, if would were trying to HIRE for that position/to replace the person,
and you got a resume that read like the cluster and level descriptions,
would you consider that person a strong candidate to hire? If so, then the
cluster and level would probably be appropriate.
