I think a minimum requirement of utility would be labelling remarks as
to whether they're suggestions about how to deal with the current (or
even near-term, likely) situation or proposals (even straw-man) on how
things oughta be.
I suspect that's where any collision has occurred here. We shouldn't
confuse first-aid with medical research.
