Default Connectivity Suggestion

Rather than the current policy of "We won't allow connectivity until
we figure out and implement all the commercial/RE charging issues", wouldn't
a more user-friendly policy of "we'll enable connectivity until we figure
out the issues" be much better?

That way, we can give people the connectivity we need, have a data source
for how much traffic there really might be between CO and RE sites, and defuse
a lot of the bad feelings that have so poisoned this whole process.

Yes, it would 'violate' the NSF policy, but if done as a temporary measure,
it would most likely be acceptable to the powers that be.  Who knows,
it might even speed up the resolution of the matter.
