Push COMBITS to End User Decision :-)

As an alternative to making our networks second guess 
the commercial or non-commercial nature of our activity,
perhaps we should let us end users make these decisions.
Possible mechanisms:

o Add a COMBITs field to the mail header
o Add a Intended Use field "
o Put a COMBITS front end to all network apps, inc FTP, telnet...
o Set an AI process monitoring and making best-guess decisions
o Ask BMI and ASCAP how they know how to apportion all those
  royalties (like on DAT tapes) to artists accurately.
o Sell COMBIT switches which we can install on our PCs and workstations.
  Maybe those nice big double-pole ones that we see in the monster
  movies.
o Adopt the parking meter/British hot water approach, with little
  timer/coin devices installed on each user station.

P.S. re InfoLAN and PSI -- Even though InfoLAN says they're 
separate, for all we know, their circuits are on the same
fiber, running across that field in lower NJ where the
"Last trunk for 1,000 miles - start backhoe here" sign is.
