"Commercial" is really a bad term. It is more along the lines of anything
"not NSF acceptable" == "Commercial." So if your house is a U.S. not-for-profit
institution for research or education, or you're engaged in activities in
support of research and education at such an institution, or you get special
permission from the NSF then such network traffic may qualify. Otherwise it
is "Commercial."
So the question becomes "Are the bits that go to *my house* NSF AUP acceptable
or not?"
Are you engaged in home-schooling for your children?
Are you engaged in activities in support of R&E at a U.S. not-for-profit
institution for research or education (i.e. a researcher, a student, etc.)?
Have you received a grant from the NSF to conduct research in your garage?
I don't know for sure that NSF would accept those uses, but it doesn't hurt
to send it up the flagpole and see if they salute. Of course the IRS may
decide to look into any claims of not-for-profit status.
