time had come. . . . and gone. So move out the way and don't try to block

Thanks Laura for posting the basic FARnet recommendations. The mid-levels
judging by the FARnet recommendations clearly don't think their time has
come and gone.
While the document makes reference to a historical analogy, I note that
it, was revised as recently as November 8, 1991. I'd assume that it is
representative of ANS' current thinking. I wonder of this apparent
perception gap between the mid-levels and ANS is a component of the broken
foundation mentioned by Jim Bruce?
