There is an ongoing conference held yearly -- the TPRC, devoted to ,  
among other issues , policy and future directions. (telecom policy  
research conference). This year there will could very well be a  
session(s) on the network policy issues since Brian Kahin and I are  
both on the Organizing Committee. 


To restate one of my observations, we are involved in the definition  
and building of the first new communications infrastructure in the  
era of de-regulation. It is not surprising that things are  
"confused". We are setting future policy and direction. We could, I  
surpose, have the FCC come back and set it for us? Any one who wants  
that?!
