Okay, let's outline "under the same conditions".

(1) NSF pays PSI $10 Million for some network connections
(2) I don't need to gauarantee that they work
(3) Steve Wolfe and NSF tell everyone how good we are as a supplier no 
matter what
(4) I promise to create some kind of pool for "commercial traffic" but 
make no guarantees on any minimum disurbsements, time of disbursements, 
and NSF gets one of the 4 votes that are set up initially (PSI, Cisco, 
WILTEL are the other three - cause they are my suppliers)
(5) we find a backroom to do this - I bring the cigars (got to have smoke)
(6) you send me a simple letter that says "Go for it"
(7) I create a really complex contract completely to my advantage
(8) Everyone on my staff (including the salesdroids) say "We run the 
Internet, everyone else dances to our music, your an idiot for talking 
to the no-bodies, why they spend all their time running a network and 
developing technology - we lobby and do marketing!"

To get real serious - PSI does not want to meet with NSF alone to discuss 
how we can take pecuniary advantage on millions of tax dollars.  You 
need to discuss this with the community an open manner, you need to fix 
the current wrongs - quickly.  I want a level playing field.
