  I believe that the idea the RREQ group had was to have a 
mechanism for a router which is filtering packets to a 
particular IP network or host to be able to send back an
ICMP message so you atleast have some idea why things
appear broken. 

As far as I know, this has nothing to do with policy based routing.
This is merely an attempt to take some of the mystery out of 
the Internet when things don't work.
