The concept of "policy based routing" has quite a few meanings.
Different people mean quite different things when talking about it
(see for example RFC1104 by Hans-Werner Braun on some of the
aspects of policy based routing).
So, it would be helpful to be more specific and describe what
particular aspects are needed/missing...
