The dates in question are:

Sept. 10, 1990

First letter from Steve Wolff to Doug VanHouweling outlining
conditions under which NSF would permit NSFNET to go to ANS

Dec. 13-14, 1990

Meeting in Elmsford of NSF, Merit, NSFNET mid-level networks
and others - by invitation, it is true.

May 24, 1991

Second letter from Steve to Eric Aupperle, expanding on the
Sept. '90 memo by making the requirements more specific.

I assert that the Elmsford meeting did indeed have an influence on
the NSF and on ANS, that they did indeed discuss their intentions
with the most relevant part of the community (the NSFNET regionals)
and solicit their input. So I disagree with Marty that everything
was a done deal with nobody asked, although it is valid to question
whether there was due process. I didn't say I thought there was not
due process, I just said it is valid to ask if there was. Since the
NSF Division of Grants and Contracts reviewed the shift of the
cooperative agreement to ANS, there is at least some evidence that
due process was observed.
