I don't think Steve's recent example, Dialogue, is very definitive
since 'information service for a fee' has been available from a
number of sources, quite openly, on the Internet for years.
It is certainly seen as "in support of R&E ..."

Steve,
Has NSF published a more recent and definitive statement regarding
this distinction (the dread "commercial" vs the favoured "R&E")?
Put another way, what is the heart of the policy issue at stake here?
