That's odd, I would have thought that ANS and Merit would have
been the first commercial customers to interconnect to the ANS
network. If you look at how ANS has justified their pricing
scheme they should be charging themselves combits just like any
other commercial customer. And putting the correct routing filters
in place so other government networks aren't burdened with
traffic from the IP addresses used by the commercial entities
Merit and ANS.
