"Buy America" provisions in the NREN legislation

The fact remains that the NREN legislation is a poor place to
argue the subtleties of different "Buy America" language -- and
the proponents of any such language therefore hand the President
an easy way to veto the bill.  That would be to the President's
benefit because without a legislative mandate, the NREN remains
entirely an Administration program under the High Performance
Computing and Communications initiative.  The President rides
into the election year with the NREN as an Administration
accomplishment and Congress gets nothing to show for itself.
