Not really.  GSI won the competition based on an RFP from the Defense
Communications Agency (DCA) to replace SRI whose NIC contract was expiring.
Their primary charter is to service DCA customers (e.g., MILNET, etc.),
although NSF is funding them through DCA to continue BASIC services for the
Internet at large until NSF's NIC-for-the-NREN is on line.

GSI's only connection is via MILNET, so they are barely reachable from the
rest of the Internet.  NASA and NSF are collaborating in providing them a T1
additional connection to (or near) FIX-E; it should come up in early November.
