Dear John,

You are just experiencing the state-of-the-art with regards to
so called Interconenct agreements, or the lack of them. 

Al of these, not top speak about our European counterparts are 
sincs a year or so thinking on how to make interconenct agreements.
In some cases (e g the CIX-agreemenet) several providers has formed multi-
lateral ones. Most of them are bi-lateral though. 

Unfortunately for all of us users, some of them thinks it is a good
idea not to interconnect at all, thereby trying to make a market advantage.

All this leads to a complexity in terms of routing and interconnection
points, and is eventually going to threaten the service...

So, demand interconnection!!
