It is hard to argue with your theory. All that I was doing was observing
that in my experience the result is that community interest loses out
to individual interest. In your economic terms there is a version of
Gresham's law at work.
Steve's suggestion that the grants be institutional grants sounds
good. It would make the case stronger if he would cite some examples
of NSF institutional grant programs that were (or are) long running
successes. The only ones that I can think of ran out of steam pretty
quickly.
