If I understand you question....

This is true today - minus the networks not participating in the CIX.
(Not participating == 60% of US net #'s but only maybe 25% of US domains?
 Someone should look at the "NSFNet" numbers and compare and contrast.
 I haven't looked at their numbers lately.)

 When one of the cix members suffers an outage that fragments their
 network, is it possible to reconfigure routing so that other members
 of the cix can carry traffic around the outage (where possible)?
 Seems that this would be a method to greatly increase the reliability
 of all the cix member networks.
