The National Infrastructure Pool seems to me to be a mini-NSF, and I wonder
if it might not be more efficient to just donate the money to NSF to use
for Infrastructure proposals. It would save lots of us from writing proposals
twice, and prevent ANS growing (and their customers paying for) the
administrative overhead of allocating the money. NSF already has quite a
good review mechanism for this purpose, and it would allow the coordination
of efforts by NSF and ANS in building the infrastructure.
It might also encourage other corporations to contribute to NSF in the
same way - to build networking infrastructure.
I haven't any idea if this is legal - it probably isn't.
