Yes, please if you're going to gateway into a newsgroup, take Erik's advice.
The loophole, er, the inet distribution, was created long ago to allow
internet sites to create newsgroups for their own needs within the standard
hierarchy.  Sysadmins voted with their feet by adding the inet distribution to
the sys files.  We have already agreed essentially to accept inet distribution
materials.  Please, no voting....  Thanks...  -- Mel
