Phone numbers aren't permanent, are reassigned so are not unique through time,
and are not anonymous so do not protect the personal privacy of their user.

On the other hand, we *don't* need to argue about this.  Register a new domain
with the NIC and either give or attempt to sell a 700-like service.  Use
whatever naming convention under your delegation that you think will succeed
best.  Let us know how it works out.
