My suggestion was to note that telephone country-codes are
representable in three digits (e.g. US=001, UK=044).
So unless someone knows of a phone numbering convention out there that
uses three digits at the other end then howsabout only one end of the
tuple can be exactly three digits and that's the country code. And you
read from that end.
My theory is that even if some system uses three digits at the end we
either need an ignored pad character, or to coalesce two fields in
their case into one.
But I'm still looking for an example of that problem case.

Exactly.
Tho in my scheme, if viable, we don't even have to limit 82x since it
could recognize the order also tho perhaps as a pragmatic convention
it would be unwise to assume (at least for some number of years.)
Also, following 822, we specify all-digit addresses as these new phone
domains and require strictly that dotted-numeric IP addresses be
enclosed in [] (currently the way it's specified in 822.)
