A fairly simple hash function with a large sparse array should lead
to few collisions but they could be handled easily enough by tacking
on the individual's date of birth to the closest millisecond since
00:00:00 GMT January 1 1900 (which should be sufficient for all cases
except a few rare sets of identical twins :-)
