Actually the 2nd one could be implemented today with nothing special
if you replace <authority> by somecompanyname.COM and they can do
whatever they like (design whatever structure, conventions or
subdomaining they want in the local portion - <personal-name>).
For example:
first-last.ID#.PID.OFFICE-PARK.COM
...or...
Fred_Flintstone.BC-20000.PID.BEDROCK-CONS.COM
Barney_Rubble.BC-20000.PID.BEDROCK-CONS.COM

Let the free market jump in and offer it as a service. That's capitalism.
All it takes is for someone to step up to the plate and begin offering
a service providing personal nameservice for folks in a virtual
office park (presumably for a handling fee). There is currently a lack
of incentive for people to go register with such a registry service
because anyone who wants to can go out and acquire a domain (or even
several. "Take as many as you want, we'll make more!". I have even
heard of people obtaining domain names in the past that were the same
as those of major corporations and holding onto them until the companies
joined the Internet and wanted to use them and had to pay dearly to buy
them from the holders. This may be all but over, as, according to Adam
Curry, MTV is suing to get him to stop using the domain name MTV.COM.)
