if you take the concept of a regional administrator as the arbitrator/master
to a regional zone, you're duplicating the exact same thing that regional
UUCP registration fixed. Regions of folks typically know/know of others, but
the time lag of UUCP registrations would have to be something not duplicated
by such an implementation. UUCP's pathalias has suffered as greatly as it's
also been a kludge due to this exact malaise.
