Jon,
You propose creating a brand new administrtion and assignment authority for
personal identifiers. My proposal rather pointedly does not. Hence, I
think the important question is the operational viability of an effort to
create such a new administration. My own belief is that the effort is much
too high. Why do you think it is not.
In the plug-and-play world that we are seeking, this assignment must take
place when a brand new Internet user plugs in their personal digital
assistant, e.g., to their phone.
