The IANA will comment that the creation of any new three letter top
level domains is very unlikely.
And further, the designation of a domain "PVT" for private individuals
is even more unlikely.
The IANA believes that more structure is needed in the use of domain names
to provide more opportunities for distributed management of the name
space.
The existing practice in the use of the COM domain does not scale well.
The administration of the COM domain is currently a significant problem.
One intent of the domain system was to provide for the delegation of parts
of the name space to many administrators so that the effort level needed of
any one administrator was not too demanding. This has not happened with
the COM domain.
I do not see how your suggestion for a PVT domaiin would avoid these same
problems.
One possiblity for naming individual in the US is to make more use of the
US domain (see RFC 1480).
