One of the reasons the CIX was formed was to provide a fair playing field
to those parties that want to deliver IP services to customers. The CIX
members KNOW that the benefit of their networks is only as good as the
people and computers that are connected to them. People want to send
commercial traffic over IP networks. The CIX members recognize that need.
As to the questions of settlements or no settlements, it really doesn'
t matter to the customers. In time, as networks mature, a reasonable
settlement scheme will emerge. For now, I believe that the CIX provides
my customers a way to send commercial traffic today, easily and for
low cost.
Some of the vagueness in the CIX agreement is on purpose. The CIX members
crystal ball is just as cloudy as everyone else's crystal ball. There
seems to be no point in declaring rules for the future until we all grow
up a little more. The CIX was structured to take advantage of the
everchanging landscape we see in the IP services world, not to lock us
into the "view of the world as we see it today."
