<so far the free play of market forces in the PC industry has done a good job 
in fostering innovation, growth and American pre-eminence in the key 
technologies of this industry. But is the evolution of the PC industry a 
good model to apply to the future of communications? >

Only if the problem you are trying to solve is to build a world-beating,
fantastically succesful industry. If you have other agendas like trying 
to solve the problems of bigotry, poverty, and ignorance then you 
will undoubtedly do everything you can to get the government involved. 
And after you do you will find that only problem you have really solved 
is ensuring full employment for government bureaucrats and the
sycophants that nuture them.
