There are a LOT of loops.
And sites like uunet that are in a lot of paths don't necessarily want to get
into the content-control business. Acting as a common carrier is the only way
the larger sites have avoided lawsuits from offended parties so far; as soon as
you control the content at all, you are implicitly responsible for controlling
the rest. Does uunet want to be sued by the ADL next time some neonazi posts
an article about human lampshades? I don't think so. But if they censor C&S
they will be in the legal position of presumably having approved everything
else. Bad business there.
I don't think details of usenet's protocols are appropriate for com-priv.

Yes, but if you spoof it you've demonstrated intent, which C&S in all
probability is going to (wisely) avoid doing.
