No, businesses are just as subject to corruption, inefficiency,
providing bad/wrong service etcetera as governments.  But you can
always choose another business, whereas choosing another government
means moving.  If they'll let you.  If you're still alive.

For example, PSI recently dropped the POP in Potsdam.  No warning,
just <click> turned it off.  So now that I have to call long distance,
PSI loses my business because many others are cheaper than PSI.  If
this were a government operation, I would be screwed.  I'd complain to
my congressman but nothing would happen.

For another example, if you don't like the NSFNet's AUP, build another
backbone (just for CIX).
