Is there some way to statistically monitor outgoing traffic in such a way
that the problem can be nipped in the bud?

I've found it to be very helpful to get a copy of outgoing Usenet
postings for machines that I admin. It lets me nip off flame wars or
MAKE.MONEY.FAST postings in the bud. For INN, this can be done with:

gateway\
	:\
	:Tp,H2:/usr/local/etc/news2mail \
	nelson nelson nelson crynwr.com %s

where news2mail is Rich $alz's package. This causes all postings with
a Path: length of two (that is, local postings) to be mailed to me.
