telco acquisitions of internet providers

I assume that the rBOCS are currently somewhat constrained in thier 
ability to acquire internet service providers (by the MFJ), but maybe 
not.  But now PacBell and Ameritech have annouced various plans to 
provide internet services, and if HR 3636 or S 1822 pass, it appears as 
though much more will be possible.  Can anyone speculate on the 
consequences of a series of telco acquisitions of companies such as psi, 
uunet, or various university run backbone services?  (this isn't based 
upon any knowledge of any particular deals, but just wondering what could 
happen in the future).    jamie
