I remember a couple of years ago there was this person who had his modem
dialing the Moral Majority's (sic.) hotline.  The modem would dial,
leave some programmed silence, and then hang up before doing it all
again.  Eventually he racked up the MM some large phone bill over it
and they caught him.

Last I heard about it, he was brought in to court and was facing 
having to pay the bill and some charges.  I don't know how it
turned out, but isn't this the same kind of thing?
