I have posted a copy of the final version of my "Building the Open Road:
The NREN as a Testbed for the National Public Network" in the policy
directory of the ftp archive at eff.org. If ftp'ing is inconvenient, I
would be happy to send a copy by electronic or postal mail.
This version focuses more specifically on policies to enhance uses for the
NREN as a prototype for public access and commercial uses.
