Not being a U.S. citizen, I can only envy you that your government
spends at least SOME of its money (which is going to be spent anyway)
in this direction.
If you believe that the Internet is the right foundation for the NII
(and hopefully for the WWII), then jumpstarting it with projects like
CommerceNet might prove to be one of the best investments of the U.S.
government.
(And remember that there is always the alternative that one day we will
wake up and discover the U.S. NII to be couch potatoes doing
interactive shopping on cable TV).
