My understanding is that the government support is not paying for
networking services, which will be acquired in the commerical
marketplace, but rather for the development of new application-oriented
technologies which will make the use of the Internet practical for a
larger range of commercial purposes.
If that's the government's *real* goal, then the gov't should make an
offer to RSA that they can't refuse.
