Has NSF ever said that washington DC is NOT an NSF-specified
priority NAP?  True it is obviously not New York, Chicxago or
California.

Why do you try drawing the line at 3 versus 4 naps?  What I had heard
admittedly 3rd hand was that *one* Nap might now be sufficient.

Tony Rutkowskii apparently doesn't remember the DETAILS of Steve's
fine speech.  ARPA points out that  if we are patient in another week
or two some minutes will be available.

So patiently we wait for someone else to state what they heard or
for the good Dr. Wolff to cut to the chase and tell us whether he has
changed policy on who must connect and HOW many NAPs must be connected
to.  Steve??
