Questions about AT&T's commercial internet service

As of about 2 weeks ago AT&T had not joined the CIX.  To the best of my
knowledge it is also not generally known how it connects its frame relay
service to the Internet.

Someone well informed recently privately told me that he THOUGHT AT&T was
an ANS customer but that he was not certain.  last fall I was told by an AT&T
spokesman that AT&T wasn't saying how it connected to the net.

If AT&T is an ANS customer would it be erroneous to assume that ANS is 
granting it CIX routing without CIX membership????

AT&T can surely afford to join the CIX and if it doesn't do so, how can
it guarantee its commercial customers that routing that most presumably
take for granted?
